[1.0.4] Placing multiple wards at same spot

If you create a construction task to put a ward, then send a dude to do it, and while the dude is carrying the ward to the destination place you use another dude to "drop" the ward at that place, the dude that is currently carrying the ward for the construction job will happily put another ward at the spot despite that it is already occupied.
