Add a 'Remove Stumps' task

It's quite annoying to clear a forest and end up with all this nice extra land, but not be able to use it for anything. I always want to build things on cleared forests, so I really wish there was a way of telling my workers to clear out all the stumps so that I could do that.

    Until then, keep in mind that you can create a construction task, hold CTRL and click all the stumps to set them as to-be-destroyed.
