[0.9] Landscape Task can no longer dig out Tree Stumps.

Eariler in v0.7, Landscape Tasks were able to dig out Tree Stumps. Now in v0.9, we can no longer do this, and thus we have to manually remove them via Construction Tasks.
Even Shatojon used to remember that Landscape Tasks can dig out Tree Stumps in the most recent livestream. Or maybe something else changed.
