[0.9] Tunneling Task does not show "No Storage" message when there is no more available storage

PC Specs: Alienware Echo 13R1, Windows 10 Pro 64-bit, Intel Core i5-4210U, Nvidia Geforce 860M, 8GB RAM

Steps to reproduce:

1. Play game in any map in any gamemode on any difficulty.
   
2. Create a Construction task that builds Stockpiles.
   
3. Create a Harvest Task that gathers Wooden Logs.
   
4. Create a Tunneling Task in the side of the Mountains.
   
5. Assign Workers to work on the Construction Tasks.
   
6. Wait until the Stockpiles are completed. Make sure all Stockpiles are filled up.
   
7. Then assign Workers to the Tunneling Task.
   
8. Observe there's no "No Storage" message box.
