[Crafting Bug] Halberdier kit will sometimes only craft the spear

Sometimes, only the spear will be crafted, and the hat will not be crafted. This will leave you with an incomplete kit.
I cannot verify it right now, as I lack a save that has this issue, but I am almost certain it was not on a separate weapon rack. However, that could be the case, as I know that's been an issue in the past.
