Pressing Hotkeys during any moment in play will still preform it's function
in Bug Reports
What I mean by that title, is that no matter if you have the ESC menu open, the Settings menu, the Chat Menu, or anything else, all of the hotkeys will still be active at all times.
Try opening up the chat and typing things, often what happens for me is the building tasks open and close and open and close and etc. This happens in menus too, and I think even with Steam overlay open, but I may be wrong on that, I have to test again.
