Debug Menu?

In the latest hotfix it says "Fixed the debug menu not toggling on."
How does one access the debug menu?

    On the right-hand bar, click the Gear Icon (Settings), and then click the Icon that looks like '>_' and says "Debug Menu". A new Icon will appear on the right-hand bar, click that, and that's the Debug Menu!

    Keep in mind the warning at the top, also it will prevent that save from earning achievements.
