Workers will not do anything when they reached 20 rocks while assigned to Quarry task

To reproduce:

1. Create a Quarry task that can reach to the very bottom of the terrain.
   
2. Assign at least 2 workers to the Quarry task.
   
3. Wait until they have 20 rocks in their bags.
   
4. Notice the workers will no longer do anything once they reached 20 rocks while assigned to Quarry task.
   
5. To fix this, you need to order the workers to do any other tasks, or tell them to drop the resources to the Stockpile, and then reassign the Quarry task back once they are empty-handed.
